Help with flag sought

I have lived in the Garden Heights area of Altoona my whole life. I have been deeply disturbed to see there is no flag flying at memorial monument in the neighborhood.

After looking up at the flag pole on Memorial Day, the day we honor our veterans, and still no flag, I got the flag that I received when my dad passed and went to put it up the pole.

When I got there, I noticed the rope is broken. Does the city really need to dip way in its budget to get a new rope for the pole. I have a beautiful flag if this rope can be replaced. Getting the rope up the pole should take about 15 minutes with any service vehicle with a ladder.

Please remember our veterans. As far as the neglected cemeteries, which there are no funds from our taxes, has anyone asked the local Boy Scouts of America?
