Drug bust marks city K-9 officer’s 200th deployment

A Tuesday drug bust marked the 200th deployment of the Altoona Police Department’s K-9 Blue and resulted in more than a half pound of methamph­etamine and other illicit drugs being taken off the streets.

According to the affidavit of probable cause and the Altoona Police Department’s Facebook post, police were tipped off that James Morgan Jr., 44, was on foot in the area of 15th Street and Second Avenue.

Police, who said Morgan had an active state parole warrant, flooded the area and located Morgan, who led officers on a foot chase over multiple city blocks until he was apprehended.

Shortly after Morgan was taken into custody, narcotics officers were notified that Cassandra Williams, 43, was in a vehicle traveling through the city with a large quantity of illegal drugs. Officers located Williams traveling northbound on 17th Street and initiated a traffic stop. Williams failed to stop and led officers on a vehicle pursuit before being apprehended.

In the affidavit, officers reported a total of 14 vehicles and one pedestrian were caught in Williams’ path of flight.

Morgan

K-9 Blue was deployed for a sniff of the vehicle Williams was operating and the dog alerted to the odor of narcotics in the vehicle.

A search warrant was obtained for the vehicle and officers recovered over a half pound of methamphetamine, 13 grams of fentanyl, 42 pre-packaged wax packets of fentanyl, 31 morphine pills, four grams of cocaine, 23 grams of marijuana and two digital scales. The drugs have an estimated street value of $33,000, police reported.

In an interview, Williams told police that Morgan was her boyfriend who came to live with her in February after getting out of state prison. She said Morgan helped her sell narcotics in the city and the meth and cocaine found in her vehicle were from him, the report states.

The Altoona pair were arraigned Tuesday by Magisterial District Judge Daniel C. DeAntonio, with Williams facing six felony counts of both conspiracy possession with intent to deliver and possession with intent to deliver, a single felony count of attempting to elude an officer, 15 misdemeanor counts of recklessly endangering another person, six misdemeanor counts of possession of a controlled substance, three misdemeanor counts of resisting arrest and a single misdemeanor count of possession of drug paraphernalia.

Morgan was charged with six felony counts each of conspiracy possession with intent to deliver and possession with intent to deliver, as well as six misdemeanor counts possession of a controlled substance and a single misdemeanor count of possession of drug paraphernalia.

Williams

Williams and Morgan are scheduled for preliminary hearings in front of DeAntonio on April 23. They are being held at the Blair County Prison in lieu of their respective $250,000 bails.
